NCACC Risk Control Video Library
GENERAL INFORMATION
Membership in the North Carolina Risk Management Pools entitles your organization to borrow videos of any health and safety programs offered. You may borrow any of the DVDs in our library for FREE. Our library contains programs produced by DuPont Safety Systems (formerly known as Coastal Video).
SELECTING A PROGRAM
Scheduling
When a safety meeting is being planned and the subject matter is selected, the member should refer to the program list, and complete the program order form provided below. You may fax the form, or scan and email to the email address shown.

LIBRARY SERVICES
Before You Use the Program
All programs should be previewed prior to showing them in your training session. It is your responsibility to make sure the program that you ordered is what you want to show.
The following should be verified immediately after receiving your shipment:
- Are the programs you received the same titles and numbers that were requested?
- Were the programs damaged during shipment?
- If you received the wrong program or it is damaged, please call our lending library administrator at (919) 719-1117 immediately.
AVAILABILITY
Due to the size of our library, you should schedule the dates the DVD is needed several weeks in advance to insure the DVD is available when needed.
PURCHASING PROGRAMS
Many of the programs in our library may be purchased for your own permanent library. Contact NCACC Risk Control @ 919-719-1150 if you are interested in purchasing any of the programs, and we will help facilitate your order with DuPont Safety Systems.
RESERVATIONS
Reservations may be made up to 60 days in advance. The normal loan period for any of our programs is 14 days, or two weeks. Any program not received in the NCACC lending library by 5:00 p.m. on the due date will be subject to late fees of $15 per day, and suspension of borrowing privileges until the program has been returned.
Once reserved, the DVD will be shipped within 24 hours of receipt of the request, or three business days prior to the desired date of training. Shipment will be made by USPS Priority mail, and will include a pre-paid return mailing packet for return of the DVD(s). The member should ship the DVD no later than 2 days before the end of the rental period to insure timely arrival. DVDs may be reserved by any of the following methods:
Reservations by Telephone
Reservations will be taken Monday through Friday from 8 a.m. to 5 p.m. Eastern Time.
Have the following information ready prior to placing the call:
- County or county entity responsible for the DVD reservation
- Your name, title/position and phone number/email address
- The titles and the identification numbers of the program being requested
- Alternative program titles and ID numbers if your first selection is not available;
- Date program(s) need to be at your facility. Be sure to request that your DVD(s) arrive at least 1 to 2 days prior to your meeting date to allow for necessary previewing time.
- Location where programs are to be sent. This information must include:
- Recipient’s first and last name
- Recipient’s Member Name
- Physical address where DVDs are to be sent. (Note: P.O. Box is NOT ACCEPTABLE), and
- Phone number of recipient
Reservations by Telephone, Before or After Hours
If you are calling before or after hours you may leave a voicemail message of the titles you would like to reserve, along with your name and phone number, by dialing (919) 719-1117. The library administrator will check each program’s availability and call you back the following business day during business hours to confirm your request. Please have all of the information required to make a reservation on hand before placing your order.
Reservations by FAX
To place your reservations by FAX, please copy and use the “DVD Request Form” provided on this page. Please feel free to make additional copies of this form as required. We will confirm the availability of the DVDs you’ve requested by the following business day. Orders may be faxed to us, seven days-a-week, 24 hours-a-day at (919) 719-1101.
Cancellations
If your plans change and you wish to cancel your reservation, please notify the library administrator at least three (3) business days prior to the shipping date, so that the programs you have reserved may be made available to other members.
Loan Period & Extensions
All of the programs are available for extended use past the two-week loan period; you may request up front to keep a DVD program longer than the two-week period. To take advantage of the extended use option, you MUST notify the library of your desire to keep the program(s) for an extended time BEFORE the program is due back in the library. Best practice is to anticipate if you will need the program(s) for an extended time prior to placing the original order, as there will be a greater chance the program can be made available. At any time prior to the return date, you may notify the library that you would like an extension. As long as the programs are not already reserved by another member for that time period, the library will authorize a two-week extension of your reservation.
All extensions are confirmed by the library in writing, and the confirmation will be faxed or emailed to the member at their choice. If you do not receive your confirmation within 48-hours of your request, please notify the library immediately to prevent late charges from being applied.
COPYRIGHTS
Programs in our library are protected under United States copyright laws and may not be copied without the expressed written permission of DuPont Safety Systems. In addition, the programs may not be transmitted or broadcast over any electronic means without the expressed written permission of the NCACC Risk Management Pools and DuPont Safety Systems.
NOTE: Federal law provides severe civil and criminal penalties for the unauthorized reproduction, distribution or exhibition of copyrighted motion pictures. (Title 17, United States Code, Sections 501 and 506). To protect the rights of the producers, NCACC legal counsel will be notified immediately if any library materials are found to be illegally copied while on loan. The member will have their membership privileges terminated immediately, and the producer will be immediately notified in writing by NCACC’s legal counsel.
LOST OR DAMAGED PROGRAMS
The member is responsible for the safe-keeping of each DVD while in it is in their possession. All DVDs will be reviewed upon return to insure serviceability. Any DVD that is found to be damaged or is reported lost or stolen, while in the possession of the member, will result in a charge of $500 per DVD being levied against the member for program replacement.
CONTENT
The material contained in the DVD library is produced by DuPont Sustainable Solutions and Coastal Training Technologies and reflects current law or best practices. It may not necessarily reflect the views or practices of the NCACC Risk Management Pools. The NCACC accepts no responsibility for the reliance on or the use of the information contained in the programs, and it is offered entirely at the users' risk.
