NCACC Risk Management Pools Awards Program

The NCACC Risk Management Pools' Awards Program for NCACC pool members is designed to encourage members to improve their risk control programs and thereby reduce their overall pool cost. Awards are presented to member counties/entities rather than individuals. (Individuals are encouraged to submit their safety and health innovations for recognition in the Ralph W. Ketner Employee Productivity Awards program.)

The program started in 2002 with awards for the best loss results. The program now includes three types of awards:

  • Awards for the best loss results
  • Awards for the most innovative and effective programs
  • Awards for the most improvement

Best Loss Results Award

PURPOSE: The intent of the Best Loss Results Awards is to recognize members who have produced the best risk control results. “Best Loss Results” will be determined as follows for each pool:

Workers’ Compensation – The winner will be the member with the lowest experience modification factor (EMF) calculated each January based on the previous three years’ loss data.

Liability & Property – The winner will be the member with the lowest loss ratio as calculated each January based on the past five years’ loss data.

Group Benefits Pool – The winner will be the member with the lowest average Per Employee Per Month (PEPM) statistic as calculated from paid loss data provided by Blue Cross and Blue Shield of North Carolina. The calculation will be based on paid loss experience for 24 months ending March 31 of the award program year. The calculation will be based on the average number of participating employees; a $250,000 cap on catastrophic claims will be applied. Claims experience of terminated or COBRA participants will be included.

WHAT THE WINNERS RECEIVE: The winners of the Best Loss Results Awards will each receive a cash award of $2,500 and an attractive plaque commemorating their achievement. There will be one winner in each of the RMP’s. The winners will be featured in an issue of CountyLines.

CRITERIA: Awards will be presented to the members with the lowest loss results. There is no application procedure; winners will be determined by review of loss information as provided by Sedgwick CMS, Marsh, and Blue Cross and Blue Shield of North Carolina, and approved by an awards review board appointed by the RMP Board of Trustees. In the event of a tie, the award will be split.

Most Innovative and Effective Program Award

PURPOSE: The intent of the Most Innovative and Effective Program Awards is to recognize RMP members who have implemented the most innovative and effective programs in county government during the past calendar year. Innovative and effective safety, risk control, wellness and preventive care programs are those that improve safety, prevent losses, manage claims, reduce the risk of injury, promote wellness, or that otherwise reduce loss costs related to RMP programs.

WHAT THE WINNERS RECEIVE: The members submitting the winning entries will each receive an award of $10,000. There will be three winners. The winning programs will be featured in an issue of CountyLines.

CRITERIA: The major criteria for the Most Innovative and Effective Program Awards are:

  • Innovation: How unique is the project or program? What makes it different from other similar programs?
  • Success: What were the objectives? How well were they met? How widespread is the impact of the project or program? What is the anticipated long-term impact? What cost savings were achieved by implementing the program?
  • Effort and Difficulty: How well did the project or program use available resources? What obstacles or challenges had to be overcome, and how was this done?
  • Collaboration: How did the project involve collaboration with other agencies, jurisdictions, non-profits, businesses, etc.? How well was this collaboration achieved? How did the project achieve “buy-in” from employees?

Winners will be determined by review and evaluation of each entry application form by an awards review board appointed by the RMP Board of Trustees. The review committee looks for those improvements that reflect innovative and creative solutions to problems, as well as enhancements that are easily transferable to other members.

Most Improved Award

PURPOSE: The intent of the Most Improved Award is to recognize members who have worked hard to improve their claims frequency and severity.

WHAT THE WINNERS RECEIVE: The Most Improved Award winners will receive $5,000. There will be one winner in each pool. The winners will be featured in an issue of CountyLines.

WORKERS’ COMPENSATION AND LIABILITY/PROPERTY AWARDS CRITERIA: Winners will be chosen from the Risk Control Target List established in January each year by the RMP. Members on the Target List are those who exhibit losses worse than the average member for the particular pool. Risk Control Consultants will submit members for the award based on loss experience data and observations during their visits.

Nominations will result from:

  • Demonstrated improvement in loss experience based on Sedgwick CMS and RMP data from the previous year to the current year. This will be calculated using the loss cost per employee method.
  • Implementation of risk control programs and philosophies
  • Observed improvements in existing risk control programs
  • Prompt and positive response on all Risk Control recommendations
  • Attendance at RMP Risk Control seminars

Nominated members will be judged based on the significance of the program implementations/improvements and the extent to which they have had a positive impact in risk control loss results.

GROUP BENEFITS AWARDS CRITERIA: This award will be given to the county that shows the most improvement from the previous year in lowering their PEPM average. The winner will be chosen from among the 10 counties with the highest PEPM average (used in the Best Loss Results Award computation) from the previous year.

An awards review board appointed by the RMP Board of Trustees will select the winners.
