Local Government Delinquent Debt Setoff Program
The Association and the North Carolina League of Municipalities, in conjunction with Five Star Computing, Inc., of Columbia, S.C., established a joint Debt Setoff Clearinghouse in February 2002 to help local governments recoup debts. The program allows local governments to submit to the N.C. Department of Revenue any outstanding delinquent debt (totaling $50 or more). The clearinghouse will match the debtor against individual income tax refunds through the Department of Revenue. When a successful match is found, the debt owed the local government is deducted from the refund and paid to the city or county.

Community Eye Care
 Community Eye Care is a North Carolina company that administers vision plans for employers across the state. Because the plans are voluntary, employees choose whether or not to participate. There’s usually no cost to the employer.

eCivis
 Through an agreement with eCivis, Association members can subscribe to Grants Locator at a reduced price. Grants Locator is the only online system designed to meet the needs of counties with up-to-date, comprehensive information on federal, state and foundation grants, downloadable files, valuable management and grant-writing tools, and much more. Grants Locator enables local governments to quickly, efficiently and cost-effectively find and evaluate federal, state and foundation grants to fund projects in the community.

EMS Enhanced Federal Medicaid Reimbursement
The NCACC is responsible for administering a Medicaid Cost Reimbursement program for units of government that deliver EMS services. The program has specific criteria that must be met in order to participate in the reimbursement program. All units of government are eligible to participate upon meeting the criteria.

GASB 43 OPEB and Law Enforcement Separation Allowance Actuarial Services program
The Association is offering a new contract service to help counties comply with Government Accounting Standards Board (GASB) standards 43 and 45 that require local governments to determine the costs of retiree benefits (other than pensions) and show them as expenses on financial statements.

NCACC Collaborative Property Tax System (NCPTS)
 NCPTS is a fully integrated tax software system that automates, streamlines and integrates tax administration functions such as real estate, personal property, vehicle tax, billing, collections, land records and appraisal. The software system has been developed to adhere to North Carolina property tax law and is being offered to counties without a licensing fee through the NCACC.

Local Government Federal Credit Union IOG Scholarship
The Local Government Federal Credit Union sponsors an Institute of Government Scholarship program. All applicants must be members of the Local Government Federal Credit Union. Applicants must be planning to attend a class, conference, or seminar through the IOG. Applications are accepted throughout the year. Click here for an application and information (PDF).
NACo service programs
Associate Membership
The NCACC offers Associate Memberships to businesses that would like to be affiliated with the Association and its counties. An Associate Membership puts businesses in touch with key decision-makers – commissioners, managers, finance and budget officers, purchasing officers, personnel directors, IT directors and attorneys.
The Association believes that helping nurture a strong relationship with the private sector will prove beneficial to all North Carolinians in the long run. As the demands on county government become more complex, county leaders are always seeking new, cost-effective ways to provide these services to their citizens.
Associate members enjoy unique access to North Carolina’s county leaders, with opportunities to attend meetings and conferences. Members also receive other Association benefits such as free publications, mailing lists of county officials, e-mail subscription to the Legislative Bulletin and discounted advertising.

Awards Programs
The Association sponsors three award programs to highlight good ideas, program achievement and individual and team successes in productivity and innovation.
The Outstanding County Program Awards honors innovative county programs in the categories of General Government, Human Services and Public
Information/Participation. The awards are presented in February of each year. The Board of Directors approved the creation of the Outstanding County Program Awards in 1991 as a way to recognize innovative programs that other counties might want to emulate. The intent of the Outstanding County Program Awards is to recognize and share information with other counties about programs that involve a uniquely innovative process, solution or idea to address a county or multi-jurisdictional issue and/or to prevent a future problem from developing.
The Ralph Ketner Employee Productivity Award Program honors 10 employees or teams of employees with a $1,000 cash prize for innovative practices and projects. Mr. Ralph Ketner of Food Lion, Inc., generously donates $10,000 annually to the Association to reward innovative county employees for their successful productivity improvements. The awards are presented at the Association’s Annual Conference. We believe that this provides the best forum to advertise and highlight what county employees are doing to improve productivity. These innovative practices have saved counties more than $71 million and are being duplicated across the state. Check out the list of former winners.
The NCACC Risk Management Pools' Awards Program for NCACC pool members is designed to encourage members to improve their risk control programs and thereby reduce their overall pool cost. Awards are presented to member counties/entities rather than individuals. Awards are given in three categories – Best Loss Results, Most Innovative and Effective Program, and Most Improved. The awards are presented each year at the Association’s Annual Conference.
Other Awards
The M.H. "Jack" Brock Outstanding County Commissioner Award is presented annually to a commissioner who has demonstrated special achievements and efforts, primarily during the past 12 months, on behalf of county government throughout the state and/or region, not just within his or her county.
The Friend of the Counties Award was created to encourage non-county persons and organizations to take significant actions that advance the interests of counties and the Association. Any person or organization in North Carolina or the Unites States who or which is not directly associated with North Carolina county government or the NCACC is eligible to receive the award.
The Association's Distinguished Service Award, established in 1970, is given from time to time to a person other than a county official who, in the judgment of the Board of Directors, has rendered a truly outstanding and distinctive service to the cause of improving local government above and beyond his usual duties or occupation.
