N.C. League of Municipalities is our sister Association representing North Carolina cities and municipalities.

The School of Government is located in Chapel Hill at the Institute of Government and provides updated information and links to other Web sites that are helpful for government officials.

The North Carolina City & County Management Association (www.ncmanagers.org) seeks to improve city and county government, maintain and develop the professional competence of its members, and encourage and support professional general management government in North Carolina.

N.C. Government Portal is a useful source for state agency listings, state employee phone numbers and e-mail addresses, and other Web search sites.

The North Carolina General Assembly's Web site, www.ncleg.net, includes information on bills, calendars, members of the House and Senate, and other matters of legislation.

The Library of Congress' THOMAS offers U.S. legislative information - bills, calendars, daily digests and links to the official sites of the U.S. House of Representatives and Senate.

The North Carolina Retired Governmental Employees’ Association is a voluntary membership organization that represents retired state and local government employees. The Association seeks to protect and to expand the benefits enjoyed by governmental retirees in North Carolina.

Affiliate Organizations

N.C. Association of County Directors of Social Services unites DSS directors by focusing their collective experience to respond to the challenges facing the families and individuals they serve and to public policy or legislation that compounds or creates new challenges in the provision of services.

Association of N.C. Boards of Health is an organization composed of location boards of health from each of the 86 counties or districts in the state.

County Information

County Financial Information is based on the annual financial information report (AFIR) each county submits to the Local Government Commission, Department of the State Treasurer. The "About Counties" button at the top of the page describes the information contained on the Web site, including definitions of terms.

Local Tax Distribution Reports provides distribution schedules and reports for sales and other state-collected local taxes.

County Salary Survey, an Institute of Government publication, provides a compilation of county employee salaries and benefits by position.

Log on to NC (LINC) explores individual county and statewide profiles and rankings for population, transportation, health and education, and other data, including census information.

County Profiles from the N.C. Department of Commerce contains employment, population, education, and other statistical information on North Carolina's 100 counties.

RuralTransportation.org is a resource center targeted toward America's rural transportation stakeholders, including county officials and regional development professionals.

North Carolina Child Advocacy Institute provides data and information on the state's children and youth. The group's NC Children's Index 2004 includes county-by-county indicators of child well-being.

The U.S. Department of the Interior's Payments in Lieu of Taxes (PILT) Web page includes a summary, payment and acreage information, FAQs and regulations.

Education

N.C. Public Schools Statistical Profile (PDF) provides general statistical data on public school pupils, personnel, and finances, including state, federal and county support of public schools by LEA.

Department of Public Instruction's School Report Cards allows counties to check to see how their public schools are performing.

The N.C. Department of Public Instruction's report on Local Salary Supplement for School Employees provides surveys of county salary supplements for teachers and other school employees.

ADM Public School Capital Fund, School Construction Lottery Receipts & School Design Clearinghouse provides application form and process to apply for ADM capital funds and lottery funds set aside for school construction, as well as current school fund balances by county. This Web site also offers planning assistance for additions, renovations and new construction for schools. See the latest construction information, costs and locations of prototype designs for elementary, middle and high schools.

North Carolina Association of School Business Officials (NCASBO) Discussion of issues that have impact upon the financial management of North Carolina school districts. Input regarding future issues discussed here is welcome!

North Carolina Civic Education Consortium resides at the School of Government at the University of North Carolina at Chapel Hill. Its mission is to unite community partners, educators and children and youth to revitalize civic education for young North Carolinians.

NCDENR's Stormwater and Runoff Pollution page provides educational information about polluted stormwater runoff, the number one source of water pollution in North Carolina. The site features material ranging from novice to expert, children’s activities, research, news, events and a toolkit of outreach resources for local governments.

N.C. Division of Water Quality's Universal Stormwater Management Program is a proposed, optional stormwater management program developed by the Division of Water Quality (DWQ) that will be easier to administer and more protective of the environment. Under the USMP a local government will be able to meet the different post-construction requirements for many existing stormwater strategies with just a single set of requirements.

NCACC Services

N.C. Debt Setoff Clearinghouse allows local government entities to submit debts to the N.C. Department of Revenue to be offset against refunds issued by the DOR.

Nationwide Retirement Solutions provides Web-based employee/employer account access to NACo's endorsed 457 plan provider. NRS was formerly known as PEBSCO.

U.S. Communities Purchasing and Finance Agency pools the purchasing power of public agencies, achieves bulk volume discounts on behalf of public agencies, competitively bids quality products through a lead public agency and provides a purchasing forum for public agencies nationwide. NACo is one of several joint sponsors of this program.

E-Civis Grants Locator is the only online system designed to meet the needs of counties with up-to-date, comprehensive information on federal and foundation grants, downloadable files, valuable management and grant-writing tools, and much more. The NCACC has negotiated discounted rates for N.C. counties to participate in this valuable service.

Gov-deals.com provides services to various governmental agencies that allow them to sell surplus and confiscated assets via the Internet. Each participating agency has its own auction rules and regulations and may be subject to state statutes and local ordinances.

Miscellaneous

The School of Government at UNC-Chapel Hill lists its programs that support boards of commissioners on its resources for N.C. municipal and county elected boards page.

Environmental Education Centers provides a county-by-county listing of statewide education centers maintained by the Department of Environment and Natural Resources.

Public Technology Inc. includes the latest news on the use of technology in our cities and counties.

N.C. Economic Development Information System links helpful information on legislative news, industry profiles, state comparisons and regional information.

The Human Services Automation Policy and Planning Council is a partnership between counties and the Department of Health & Human Services.

Local Government Environmental Assistance Network (LGEAN) is managed by the International City/County Management Association (ICMA) and provides environmental management, planning, funding, and regulatory information to local government officials. LGEAN provides free environmental compliance assistance, a bi-weekly electronic newsletter, and other tools to keep local governments informed.

The N.C. Department of Crime Control & Public Safety's VIPER Web site includes information from the state on the Voice Interoperability Plan for Emergency Responders (VIPER).

The state's Drought Management Advisory Council's Web site, www.ncdrought.org, monitors current drought conditions, lists advisories and offers water conservation tips.

The National Governors Association's Center for Best Practices has posted a "Practical Guide to Compatible Civilian Development Near Military Installations" drafted by Department of Defense's Office of Economic Adjustment.

Several Association staff members helped develop the North Carolina Disaster Recovery Guide, released in June 2006, is a detailed and critical resource for state and local leaders who manage, organize and oversee disaster recovery efforts.

Risk Management

The Public Entity Risk Institute (www.riskinstitute.org) is an organization serving the risk management needs of local governments, small businesses, and small nonprofit entities.

The Public Risk Management Association (www.primacentral.org) is dedicated to providing hard-hitting, practical education and training for public sector risk management practitioners.

The Association of Governmental Risk Pools (www.agrip.org) was organized in late 1998 as a membership organization for public entity risk and benefits pools in North America.
