2011 Legislative Goals Conference
When: Thursday-Friday, Jan. 20-21, 2011
Where: Sheraton Imperial Hotel and Convention Center (Durham County)
Governor Beverly Perdue has requested to address county officials during the Association’s Legislative Goals Conference and will speak Thursday at 9:30 a.m. at the beginning of the orientation and issues briefing.
Sen. Pete Brunstetter, a former Forsyth County commissioner, will address attendees during lunch Thursday. Sen. Brunstetter was recently named by presumptive Senate President Pro Tempore Phil Berger of Rockingham County as one of three co-chairs for the Senate's Appropriations Committee.
The Legislative Goals Conference will continue on Friday. If you have yet to register for the conference, on-site registration will be available for $125 per person.

Voting rules
The Board of Directors approved the following voting procedures for the Legislative Goals Conference.
- Every member county appoints a voting delegate to the conference. The voting delegate can be any county official, including non-elected officials.
- Every county present and properly registered has one vote. No proxies are allowed.
- Only a voting delegate can vote, offer an amendment, or ask that a specific proposal be pulled for further discussion.
- Majority votes are required to approve or alter the proposed goals.
Procedure to submit new proposals
The Association has developed a procedure to allow new proposals to be submitted on-site. A Screening Committee, consisting of the Legislative Goals Committee co-chairs and the chairs of the Association’s seven steering committees, will meet after voting on the first day has concluded to review any new proposals. Counties that submit a new proposal must send a representative to the meeting of the Legislative Screening Goals Committee to explain the proposal. The following procedures will govern this process:
- Any new proposal must be submitted by 1 p.m. on the first day of the conference using the Association’s goal submission form. A box will be set up at the registration desk to receive new proposals. Copies of the form will be available at the registration desk.
- Only a registered voting delegate may submit a new proposal.
- Any new proposals must have been approved by a county’s Board of Commissioners.
- Goals approved and recommended by the Screening Committee will be presented to the membership on the second day of the conference. A majority vote of the delegates is required for approval.
- Any proposal not approved by the Screening Committee may be brought to the floor for consideration upon a vote of two-thirds of the number of voting delegates present at 2 p.m. on the first day of the conference.
- The Screening Committee may refer a new proposal to a steering committee for further study.
