For love of counties
Counties' needs draw attention during annual rally in Raleigh
County Assembly Day 2011 was hardly business as usual. To start with, the temperature soared to a steamy 93 degrees – an unusual number for late May. The heat of the session inside the Legislative Building was just as palpable, as new House and Senate leadership was shepherding through a state budget proposal to send to the governor by the first Saturday in June – another unusual occurrence. More than 200 county commissioners from across the state, all sporting "I love counties" buttons, converged on the state capitol May 25 to participate in the annual County Assembly Day.

 A formidable 1-2 punch
County officials, advocates successful at letting legislators know about proposals' impacts
There was a lot of uncertainty when the Legislature convened for its long session way back on Jan. 26. Facing a deficit projected at greater than $2.5 billion – and with new leadership in both chambers that had pledged not to continue the temporary tax increases enacted in 2009 – the General Assembly was facing a monumental task. Counties, of course, had every right to be concerned.

Annual Conference keeps its 'YouthVoice'

The boys (and girls) are back in town this August for the Association's 104th Annual Conference. For the second consecutive year, the NCACC is partnering with 4-H Youth Development and N.C. Cooperative Extension to sponsor a youth summit – YouthVoice 2011 – to encourage and provide support for effective partnerships between youth and county governments. Through 4-H, each county is invited to send a youth representative to the Annual Conference, which will be held Aug. 18-21 at the Embassy Suites Resort Hotel and Concord Convention Center in Cabarrus County.

Association to host poster seminar on 'overcoming challenges'
 The NCACC will host a poster presentation seminar during the 104th Annual Conference relating to the "Overcoming Challenges" theme. Program posters will be displayed Friday, Aug. 19, from 8 a.m. – 2 p.m. The posters are graphic portrayals of a program or project, using color, photos, graphs and charts to provide information. The deadline to apply is Aug. 8.

Several counties set their budgets in early June while many others were still hashing out the final details for their 2011-12 spending plans.

Survivors top billing at NACo Annual Conference
 North Carolina counties will elect two representatives to the National Association of Counties' Board of Directors during NACo's Annual Conference, which will be held July 15-19 in Portland, Ore. The North Carolina Caucus Breakfast will be held Monday, July 18, from 7:30 - 9 a.m. in Oregon Ballroom 204 (Level 2). Featured speakers for the event are Bob Woodruff and Aron Ralston.

State leaders push waiver expansion for LMEs

The NCACC Health and Human Services Steering Committee welcomed Rep. Jeff Barnhart, a vice chair of the House's Health and Human Services Committee, and Lanier Cansler, secretary of the Department of Health and Human Services (DHHS), to its May 19 meeting to discuss county consideration of the expansion of the capitated model for community mental health.

Applications for NCACC RMP Bonner Scholarship due July 15
The NCACC is now accepting applications for the 2011 Frank Bonner Scholarship. The scholarship is named in honor of Bonner, a dedicated long-serving commissioner from Beaufort County who was instrumental in establishing the Risk Management Pools.

A primer on calculating workers' comp experience mod
This month's Managing Your Risk article is to address such a question that comes up often each year around renewal time. Initially my reluctance to address this question – "what is my workers' compensation experience modifier and how is it calculated?" – made me take pause, because unless you are truly motivated to understand, the explanation can be a bit dry.

Final call for Employee Productivity Awards entries
 The NCACC is now accepting applications from all counties and their employees for the 2011 Employee Productivity Awards Program, sponsored by the Local Government Federal Credit Union (LGFCU). The awards program, now celebrating its 20th year, recognizes and rewards employee productivity and encourages county sustainability practices and solutions that reduce county expenditures. The deadline for entry is June 30.

SOG offers help with engaging citizens in budgeting process
County commissioners and city council members face very difficult budget choices in 2011 and beyond. Public interest – and often passion – is aroused as difficult economic times affect households and local governments alike. How can you take steps to improve the quality of citizen input and make the conversation more productive? Taking a few actions may reduce misinformation and rumors and help citizens grasp the difficult choices that elected officials face.
