Counties clean up after tornado outbreak
More than 30 counties affected by deadly twisters of April 16
The deadly tornadoes that struck central and eastern North Carolina on April 16 left behind a trail of death and destruction that was perhaps unprecedented in the history of the Tar Heel state. The final death toll reached 24 and included victims in Wake, Cumberland, Bladen, Lee and Bertie counties. Combined with damage estimates that could reach into the hundreds of millions, the storm system was one of the most destructive to hit the state in many years.

 Savings help counties provide prompt relief, response measures in a time of need
There has been a lot of discussion about county fund balances lately, and the unfortunate events of April 16 show us exactly why it is important for counties to maintain adequate reserves. The deadly tornadoes that struck Wake County and many other counties in Central and Eastern North Carolina caused the unfortunate loss of life and millions of dollars of damages to homes, power lines, roads and streets and businesses.

County officials can attest to the fact that being responsible for public funds is no game. The School of Government, however, has developed just that – a game – that helps players understand the challenges facing county governments and gives them hands-on experience making tough budget decisions. A Pre-Conference Seminar, held Aug. 18 prior to the official start of the Association's 104th Annual Conference, will present "a new way to look at the tough choices ahead" via Bottom Line! – an innovative and engaging tool that simulates the county budgeting process.

Commissioners dig into budget proposals
Despite some recent positive signs on the economic front, North Carolina counties are still struggling to make ends meet as they begin the earnest business of preparing 2011-12 budgets. Newspapers across the state are reporting that counties are still dealing with funding gaps brought on by sluggish revenues and concerns about pass-downs from the state.

Employee productivity awards entries due June 30
 The NCACC is now accepting applications from all counties and their employees for the 2011 Employee Productivity Awards Program, sponsored by the Local Government Federal Credit Union (LGFCU). The awards program, now celebrating its 20th year, recognizes and rewards employee productivity and encourages county sustainability practices and solutions that reduce county expenditures. The deadline for entry is June 30.

Four N.C. commissioners visit White House, Obama
Four North Carolina county commissioners were among dozens of elected county officials from across the nation who participated in a historic meeting May 3 at the White House. President Obama and Vice President Joe Biden made brief appearances.

Deese extends a hand to new county clerks

With the retirement of several longtime county clerks to the board over the past couple of years, a new generation of clerks is in place. Carteret County Clerk Jeanette Deese wants to make sure these clerks know and learn from "seasoned" veterans of a close-knit group of public service professionals. She stated that her goal as president of the North Carolina Association of County Clerks is to mentor new clerks and increase membership in the organization.

NACo accepting committee leadership applications through June 4
NACo First Vice President Lenny Eliason of Athens County, Ohio, is accepting nominations for his leadership team. Eliason will become NACo president during the July 15-19 NACo Annual Conference in Portland, Ore.

Applications for NCACC RMP Bonner Scholarship due July 15
The NCACC is now accepting applications for the 2011 Frank Bonner Scholarship. The intent of the scholarship is to further the risk management education of a member employee who has demonstrated great initiative and dedication to implementing risk management techniques in the workplace.
