Counties hope to steer clear of roads

Concern over revenue shifts reflected in 2011-12 legislative goals
If there was one message to come from counties during the NCACC's Legislative Goals Conference, it was likely "we've got our own problems." As state leaders grapple with a multi-billion dollar hole in the budget, counties are asking the state to not pass on additional financial burdens and to provide counties with the tools necessary to meet the needs of their citizens. During the Jan. 20-21 conference, counties adopted 54 goals and voiced support for 10 youth issues for the 2011-12 legislative biennium.

Share your county story in March and April

The National Association of Counties (NACo) has a couple of big opportunities for commissioners over the next two months. NACo will host its annual Legislative Conference in Washington, D.C., from March 5-9. This is an excellent educational opportunity for commissioners to learn about the latest happenings in Congress that will impact counties, and to stop by their representatives' Washington, D.C., office to discuss issues of importance back home. April is National County Government Month (NCGM). The annual event sponsored by NACo is an excellent opportunity to showcase the services and programs that counties provide for citizens.

County contingent grows in Legislature

Seven 'rookie' lawmakers are former county commissioners
Seven former county commissioners are part of a large class of first-time North Carolina legislators. The 2011-12 Senate will include 13 new members, including former county commissioners Tommy Tucker (Union), Stan White (Dare) and Jim Davis (Macon). The House has a whopping 28 new members, including four former county commissioners – Reps. Bert Jones (Rockingham), Patsy Keever (Buncombe), Chuck McGrady (Henderson) and John Torbett (Gaston).

New video series supports NCACC strategic goal

Program airs on PEG stations; YouTube channel among many NCACC online resources
"Welcome to Your County" hit airwaves across the state in February. The monthly 20-minute television program, produced by the NCACC, aims to educate citizens about the many services and programs provided by county governments.

Washington, D.C., welcomes county officials in March

County officials from across the country will convene in the nation's capital March 5-9 for the National Association of Counties' annual Legislative Conference. The conference is being held at the Marriott Wardman Park Hotel in Washington, D.C. The NCACC has scheduled three events specifically for North Carolina attendees. The N.C. Caucus will be held on March 7 from 3:45 – 5:30 p.m., and will be immediately followed by an N.C. reception until 6:30 p.m. On March 9, the Association will sponsor its annual congressional breakfast from 8 – 9:30 a.m.

Outstanding County Program Awards entries due Feb. 28

The application deadline for the NCACC's 2010 Outstanding County Program Awards competition is quickly approaching. Applications will be accepted through Feb. 28 and the winning programs will be recognized during a meeting of their board of county commissioners in April 2011 as part of National County Government Month. LELA scholarships available for local elected officials

The Local Elected Leaders Academy has scholarship funds available for municipal and county elected officials who attend School of Government programs, workshops and courses. Funding for these scholarships is generously provided by Food Lion, Prudential Financial, Progress Energy, the N.C. City and County Management Association, the NCACC and its Risk Management Pools, the N.C. League of Municipalities, and Local Government Federal Credit Union.

Halifax gains voter approval for sales tax

Halifax County on Feb. 1 became the 18th in the state to win voter approval to levy the additional quarter-cent sales tax, an option that was granted to counties by the General Assembly as part of the Medicaid swap of 2007.

'Every NC Child Graduates Ready' conference set for March 24

Business, government, education and nonprofit leaders will gather March 24 at the Raleigh Convention Center for "2011 Many Voices, One Goal: Every North Carolina Child Graduates Ready," a conference focusing on efforts to transform public education in North Carolina. The NCACC is a sponsor of the one-day forum.

Scholarship opportunity for students entering UNC-Chapel Hill in 2011

Applications for the $1,000 Warren Jake Wicker Scholarship Undergraduate Scholarship to UNC-Chapel Hill are being accepted until May 1. The scholarship is awarded annually to a high school senior who is accepted to attend UNC-CH and has at least one parent who has been continuously employed full-time by a North Carolina city or county government for at least five years prior to Jan. 1, 2011.
