Economy continues to take toll on counties
Cuts in budget appropriations a trend continuing statewide, annual survey reveals
Based on the findings from the NCACC's annual budget and tax survey – with 97 counties reporting – counties have continued a trend of cutting year-to-year appropriations by reducing funding to schools, eliminating positions, cutting employee benefits including salaries, laying off permanent employees, and implementing employee furloughs.

Legislative agenda nears adoption
Jan. 20-21 Legislative Goals Conference represents culmination of lengthy process
The NCACC's 2011 Legislative Goals Conference will be the culmination of this process to develop counties' legislative agenda for the next biennium. At the conference, which will be held Jan. 20-21 at the Sheraton Imperial Hotel and Convention Center in Durham County, counties will debate and vote on a series of proposed goals from each of the Association's seven steering committees.
 Two past presidents wrap up long tenures
Danny Wright and Bobby Greer – anchors of the Association for many years – were among the 144 county commissioners who stepped down from seats on boards of commissioners on Dec. 6, when 146 new county commissioners took office. Wright (Vance County) preceded Greer (New Hanover County) as NCACC president, with Wright serving from 1997-98 and Greer from 1998-99.

 Work of new task forces important to all citizens
We are moving forward with initiatives to improve the quality of life for our citizens through the legislative goals process and the hard work of our task forces. Each of the three task forces that I appointed held their first meetings in early December. Commissioners from across the state are participating in the effort.
 Relationships define Blackburn's career
In some ways he was ahead of his time, and in other ways he was behind the times. Now Jim Blackburn's time has come: After 26 years with the Association, the longtime general counsel is retiring on Dec. 31. Famous for his aversion of technology, Blackburn and former Executive Director Ron Aycock teamed up for many years to head the NCACC's advocacy efforts at the General Assembly.

NCACC, SOG to host seminar for chairs of county boards of commissioners on Jan. 19
"Leading Your County Governing Board" is the topic of a select seminar developed especially for recently named county board of commissioners chairs.

NCACC seeks input on plan to manage inmate medical costs
The Association is considering whether to structure a comprehensive inmate medical care program that would provide counties access to a multi-plan network of providers with negotiated rates when hospital-based inmate medical care is needed.

Youth Involvement Task Force gains its focus
 Members visit Cabarrus for inaugural meeting to observe 4-H Citizenship Focus program
Members of the NCACC's 2010-11 Youth Involvement Task Force got a first-hand look Dec. 3 at a county program that is giving 10th grade students face time with local elected officials and county employees.

Outstanding County Program Awards entries due Feb. 28
Applications are now being accepted for the NCACC's 2010 Outstanding County Program Awards competition. Applications will be accepted through Feb. 28, 2011, and the winning programs will be recognized during a meeting of their board of county commissioners in April 2011 as part of the National County Government Month celebration.

Three districts name new directors to NCACC Board
Three commissioners were elected Dec. 9 to fulfill unexpired terms to the NCACC Board of Directors. Each of the three commissioners will be sworn in during the Dec. 15 Board of Directors meeting, and each will serve until the Association's Annual Conference in August 2011.
Chowan digs out from financial ruin
In the summer of 2008, Chowan County's finances were in a mess. For years, the county had maintained a relatively low property tax rate, compared to other counties of its size, but only because the county – unbeknownst to the Board of Commissioners – was supplementing its general fund with revenues from the sale of the county hospital almost a decade earlier.

Three 'Essentials' courses remain in January, February
Three "Essentials of County Government" course offerings remain: Jan. 12-13 at the Renaissance Charlotte Suites, Jan. 26-27 at the New Bern Convention Center, and Feb. 9-10 at the Quorum Center in Raleigh. The initial "Essentials" course was held Dec. 8-9 in Asheville.

Create efficiency by allocating the cost of risk
One of the primary objectives in developing a risk cost allocation system is to better understand the true total costs in your county's operations. Doing so will create accountability through budgeting according to each department's developed portion of the county's cost of risk.
Safety index shows counties improving in loss control
Counties can take measures to achieve greater improvement in risk management
It is no secret that counties are seeking ways to be better stewards of the public's money, especially in light of the ongoing recession our nation finds itself in. This recession has hit our counties and other related entities extremely hard. Many counties have been forced to reduce their number of employees, implement furlough schedules, or ask employees to take a pay cut. Unfortunately, services have also suffered, as counties have had to make hard choices on services provided.
