Task Forces and Ad Hoc Committees
Healthy Living Task Force
This 2011-12 initiative will work in-step with a NACo-led national effort to move Americans toward a healthier, happier lifestyle. This task force will study ways that counties can encourage citizens and county employees to engage in healthy living practices to help counties reduce tax dollars spent providing public health services to citizens and group health benefits for county employees.
Veterans Outreach & Services Task Force
This task force was formed in 2010 to help county officials develop new ways to ensure veterans are connected with county services, as well as to recognize and honor the sacrifices that are being made by these heroes and their families.
2010-11 Youth Involvement Task Force
This task force focused on connecting youths with their county governments and produced a report and recommendations to give youths a voice in their communities.
2010-11 Building Human Capital Task Force Task Force
This year-long initiative targeted human services and community partnerships to promote client self-sufficiency and provide a path to the middle class. It has created a web resource to help counties further their own efforts.
2008 State of the Counties Task Force
For the past year, a group of NCACC past presidents, appointed by 2007-08 NCACC President David Young and assisted by MPA students from North Carolina State University and UNC-Chapel Hill, identified important statistical benchmarks for counties and then researched those benchmarks. The result is a comprehensive State of the Counties report that was released during the 2008 Annual Conference in Craven County.
2007 Community Development Task Force
The 2007 Community Development Task Force, an ad hoc committee created by President Terry Garrison, was established to study ways to improve the economic well-being of rural and low-wealth counties in North Carolina.
H1779 Implementation Committee
The H1779 Implementation Committee, made up of tax assessors, collectors and county commissioners, met Feb. 16. The group received an update on discussions between the Division of Motor Vehicles, Department of Revenue and the NCACC on the implementation of legislation passed in 2005 that combines the issuance of a vehicle registration with the payment of property taxes.
2005-06 Constitution and Bylaws Committee
County commissioners approved amendments to the Association’s constitution for the first time in nine years at the 99th Annual Conference in September. An ad hoc Constitution and Bylaws Committee, formed by President Kitty Barnes at the 2005 Annual Conference and chaired by Orange County Commissioner Moses Carey, finalized its recommended changes in May.

Public Health Task Force 2004
The NCACC Public Health Task Force 2004 issued its recommendations to the Board of Directors at its May 19, 2004, meeting. The interim report offers a starting point for a dialogue between the state and counties on the health condition of our citizens and possible improvements that could be considered for the local public health departments.
2003-04 Fiscal Task Force
The NCACC Board of Directors approved during its May 19 meeting in Raleigh a set of recommendations designed to help county and school officials avoid destructive budget disputes and focus on providing for the educational needs of children.
