This one-day course provides an overview of the governance and funding structures of public schools in North Carolina. It focuses particularly on the relationship between counties and local school administrative units. Through a series of lectures and interactive exercises, participants will learn about the legal roles and responsibilities of counties for schools and the school budgeting and expenditure processes. As a group, we will identify common issues and brainstorm ways to better address them. The course is appropriate for any county or school official or employee (including board members, managers, superintendents, budget officers and finance officers), as well as any member of the community, who wishes to learn more about school funding decisions and funding options at the local level.
