NCACC Second Vice President candidate profile
As of the press date for this issue of CountyLines, one county commissioner has announced his candidacy for NCACC Second Vice President: Hertford County Commissioner Howard J. Hunter III.
As part of their constitutional duties, the NCACC Second Vice President consults with, counsels and advises the President. In the absence or disability of the President and President Elect, the duties of the President shall be performed successively by the First and Second Vice Presidents.

- The new Second Vice President will be elected during the Annual Conference Business Session, which will be held Saturday, Aug. 28, beginning at 2 p.m., and will be sworn into office during the President's Banquet, held Saturday evening.
- Each county present receives one vote at the business session.
- The Second Vice President joins the President, President Elect, First Vice President, Past President and Executive Director to form the Association's Executive Committee.

My fellow commissioners,
It is a privilege to serve as County Commissioner. For years, I was reminded by my mentor and former Hertford County Commissioner, DuPont Davis, that service for all is an honor and duty not taken lightly. While our loss is great, I will continue to strive to carry his torch of improving the lives of others.
I have announced my candidacy for North Carolina Association of County Commissioners Second Vice President. I am asking for your support and vote during our Annual Conference in Pitt County on Aug. 26-29, 2010.
My background as a public servant has prepared me well for the role. I am serving my second term as Commissioner. I was selected as Chairman during my first term. In addition, I serve as Chairman of the Hertford County Public Health Authority Board, where I was successful in turning around a -3 percent fund balance within a year to a fiscally sound percentage; but was also able to accomplish this and other significant goals without a director. I serve on the Economic Development Commission, as an At-Large Director and as a member of the Legislative Goals Committee for this great Association. I also served on the Joint Study Commission on Alcoholic Beverage Control as an appointee of Senate President Pro Tem Marc Basnight.
I am a lifelong resident of Hertford County. I graduated from Murfreesboro High School, attended North Carolina Central University, and received a Bachelor's of Applied Science from Chowan University and a Funeral Service Education Degree from Fayetteville Technical Community College. I am a member of Soul Saving Station Church, Kappa Alpha Psi Fraternity, and Hertford County Athletic Association. I serve as secretary of the Atlantic District Fair and I am a founder of Hertford County Bears Football Foundation, which acquires funds from local businesses to provide scholarships. I am currently involved in expanding recreation in Hertford County.
With my leadership experience and business background, I am looking forward to representing your interests and championing the causes that will make our counties better. As Commissioner Davis would say, "If you take care of your citizens, you will have nothing to worry about; they will take care of you."
