Constitutional duties for NCACC First and Second Vice Presidents
Section 3, Article IV. First and Second Vice Presidents. The First and Second Vice Presidents shall consult with, counsel and advise the President. In the absence or disability of the President and President Elect, the duties of the President shall be performed successively by the First and Second Vice Presidents.
NCACC First Vice President Joe Bryan (2008-09)
Wake County Board of Commissioners Chairman Joe Bryan was sworn in as first vice president of the North Carolina Association of County Commissioners (NCACC) on Saturday, Aug. 23, during the Association’s 101st Annual Conference, which was held in Craven County.

As NCACC first vice president, Bryan will work closely with the other members of the NCACC Executive Committee to guide the NCACC Board of Directors on legislative and administrative issues affecting counties throughout the year.
Bryan was elected NCACC second vice president in August 2007. Previously he served two years as an at-large appointee to the NCACC Board of Directors. He is in his second four-year term on the Wake County Board of Commissioners after serving as mayor of the Town of Knightdale from 1995-2002 and on the Knightdale Town Council from 1987-95.
