Hurricane Season began June 1 and ends Nov. 30. Most emergency county staff have already dusted off their emergency management manual and given some thought to protocols and procedures to be employed in the event of a hurricane. Some may even have already participated in mock hurricane storm response drills to fine tune responsibility assignments and procedures. A year ago on January 1, the NCACC Governmental Risk Pools kicked off an additional loss control service – the Human Resources Legal Helpline –designed to give members access to legal advice from attorneys experienced in employment law in an effort to assist with basic, time-sensitive employment issues. The primary goal is to avoid potential HR missteps and unnecessary litigation.

Moonlighting is a term generally used to refer to holding a second job outside of normal working hours. Such practice is fairly common within law enforcement ranks. As a county risk manager, recognizing the issues associated with this exposure is critically important. Developing and following a comprehensive moonlighting policy, established in concert with the blessing of your Sheriff, is another example of doing the work on the front end.

As the 2015 hurricane season reaches its peak, the issue of flood insurance comes to mind. Risk Control Manager Bob Carruth pointed out in a recent communication that September is National Disaster Preparedness Month. Flood insurance is one of those areas often overlooked as standard property insurance policies either exclude it entirely or greatly restrict coverage availability through application of very large retentions.
