NC Risk Management Program for Sheriffs

The NC Risk Management Program for Sheriffs was born out of the Risk Management Board of Trustees’ desire to provide resources and training opportunities to reduce law enforcement-related insurance claims.

A Law Enforcement Advisory Committee was established to work collaboratively and benefit from different perspectives, which includes professionals from detention centers, sheriffs’ offices, and risk management departments. The Committee meets quarterly and discusses programs and tools under development to help counties manage risk in their respective areas.

Provident Specialty EAP Program for Emergency Personnel

There are many stressful situations faced by law enforcement officers, first responders, and 911 telecommunicators. These situations can snowball and lead to significant stress and emotional issues. Typical employee assistance programs can help, but most are not equipped to handle the complex needs of the law enforcement and public safety community.

This specialty EAP program is made available to our members for use by these important and critical parts of our society. By participating in these services, we hope the users will see a reduction in the stress that often ripples into other areas of their lives.

Risk Management Servies

Provident Supplemental Coverage for Officers (WC Only)

Very often, our sheriff deputies are called upon to assist other organizations or provide additional services in the community that are classified as outside employment. In these situations, workers’ compensation may not cover the officer in the event of an injury. This supplemental program stands in the gap by providing additional financial assistance for an officer facing a non-work-related injury suffered while performing outside employment.

Body Armor

Body Armor Grant Program (WC Only)

The NCACC’s Risk Management Pools’ Soft Body Armor Grant Program provides reimbursement for the purchase of body armor for deputies, funded through the workers compensation insurance pool. This program is available to members of the NCACC’s Workers Compensation Insurance Pool.

Each grant will cover $500 per vest to an annual maximum of $1,500 per member. Grant requests will provide for both the purchase and replacement of vests.

Bumper Guard Grant Program (LP Only)

The NCACC’s Risk Management Pools’ Bumper Guard Grant Program provides reimbursement for the purchase of push bumper guards for Sheriff’s Office vehicles, funded through the property insurance pool. This program is available to members of the NCACC’s Liability & Property Pool.

Each grant will cover $500 per bumper guard to an annual maximum of three bumper guards or $1,500 per member.

Specialized Training Programs & Presentations

The breadth of knowledge required by today’s law enforcement officers grows more and more complex each year. Trying to keep up with these changes can prove to be difficult, so we rely on subject matter experts in law enforcement to help keep our member sheriffs and their staffs in front of changes that may occur. To accomplish this, we partner with the NC League of Municipalities, the NC Community College System, the NC Sheriffs Association, and others to develop and present training in a regional setting. This also allows for officers and leaders in the various locales to network and collaborate.

Critical Policy Development Assistance

Consistent, clear policies that are incorporated into standard practice in sheriffs’ offices greatly reduce the liability exposure for the sheriff and deputies. Through a partnership with the Legal Liability Risk Management Institute, sheriffs enrolling in the program get access to up-to-date legally vetted policies designed to cover the high risk areas of law enforcement operations. These include Search & Seizure, Pursuit Operations, Cell Extraction, and others. These policies are customized for North Carolina, and but also provide for the opportunity to further customize based on local policy. This program, along with the BRIDGE Online Training Portal, greatly reduce the liability to our law enforcement officers.
