Risk Control

The NCACC Risk Control Department is dedicated to providing our members with superior risk control services to help them with hazard assessment, risk identification, claims analysis, and safety program design and implementation. Our staff is highly trained and competent in all risk control and safety disciplines. Our goal is to assist NCACC Governmental Risk Pool members with prevention of loss to employees, member assets and the public through safety and risk control program design, implementation and training. Pursuing this goal has proven to reduce both the frequency and severity of claims incurred by Pool members.

ur team of Risk Control Specialists (along with Sedgwick, our TPA, and other outside contracted trainers) is also capable of providing on-site training on the full spectrum of safety and risk topics. Although our targeted training audience is your supervisory and management staff, we can also provide training to specific groups of employees. In addition, Law Enforcement Risk Control Specialist Bill Halliburton is available to assist County Sheriffs and Jail Administrators statewide in addressing their law enforcement risk control exposures, including providing assistance on policy development and training issues. 

Our services include, but are not limited to the following:

  • Industrial hygiene services, including indoor air quality and noise sampling, and safety inspections.
  • Review and evaluation of member’s existing safety & health programs and policies.
  • Design and implementation of new safety/risk control policies or programs
  • Facilitate Safety Committee meetings.
  • Assisting members with establishment and implementation of effective accident reporting and investigation procedures.
  • Claims reviews to identify loss trends and assist with policies/procedures to address trends.
  • Personalized safety/risk control training designed for the member’s needs.
  • Designing and implementing effective return-to-work programs.
  • Assist with regulatory compliance such as NCOSH, EPA and DOT requirements.
  • Review and analyze internal company policies and procedures (exp., employment practices, training, procurement, customer relations, advertising/public relations) and provide advice as to risk control and safety implications
  • Assist with development and implementation of an incident reporting system.
  • Assistance in developing comprehensive disaster recovery programs.

Certified training available:

  • FitResponder-EMT/EMS Injury Avoidance Training and Train the Trainer Programs: To date, practically every county in the Workers Comp Pool has received some level of exposure to this program, which has been very valuable in addressing First Responder soft-tissue injuries through a series of classes on stretching, exercise, body mechanics, patient handling and the use of lifting assistance tools.
  • FitResponder 2.0 - Injury Free University:  A cloud-based learning management system designed to address soft-tissue strain and sprain injuries within the First Responder community. In addition to its focus on the training programs provided by Bryan Fass to our members, it will also be a valuable professional development development resource for your EMS and First Responder agencies, as well as a tool for orienting new first responder employees to your fitness programs and providing refresher training to your EMTs and other First Responder Staff. 
  • Defensive Driving Training - This National Safety Council 4-hour instructor-led classroom course features interactive on-screen guides and group discussions. It motivates participants to change their behind-the-wheel behaviors and attitudes and provides the knowledge and skills they need to avoid collisions and traffic violations.

Also available at no additional cost to Pool members:

  • CountyFlix: This 140+ library of online streaming safety training videos (avg. length 15-20 min.) are perfect to use in conjunction with your next staff or safety committee meeting or to enhance a training session.
  • Risk Control Resources Library: More than 150 documents (handouts, templates, policies and presentations) on a wide range of risk control and safety topics available in both electronic and hard copy versions. All items in the Risk Control Resources Library may be re-branded and customized to fit the each Pool member's specific needs.
  • CountyCollege: Online Training Management Tool and access to a catalog of 300+ online training courses (avg. completion time 30-60 min.).
